Local authorities are now responsible for improving health and reducing inequalities, including oral health as part of its public health responsibilities. This metric is the percentage of the three-year-old children whose parents gave consent for their participation in the oral health survey of three-year-old children who had experience of dental decay in one or more teeth. This includes decayed, missing/extracted and filled teeth. These are the results of standardised dental examinations of three-year-old children attending private and state funded nurseries, nursery classes attached to schools and playgroups across England.

The first national survey of this age group was conducted in academic year 2012/13 however data for the North West were collected during the 2010-11 school year but have been amalgamated with the data from the rest of England from 2012/13 to form the baseline year. Some authorities did not take part in the survey or had sample sizes that were too small to be included and these are identified as either 'missing' or 'supressed' in tables.
