- Rate of first time offenders based on recorded via Police National Computer crime data per 100,000 population. This is calculated as the number of first time offenders divided by the population, where the total number of offenders recorded as having received their first conviction, caution or youth caution and the population is the previous year's estimate has been used for calculating the rate in the subsequent year.
Isles of Scilly and Cornwall data are combined due to low numbers.
