This is the number of dwellings identified as being mandatory licensable Houses in Multiple Occupation, which have been found to have Category 1 hazards, following the Housing Health and Safety Rating System (HHSRS) under inspection as of 31 March at the end of the reporting year, within the local authority.

A house in multiple occupation is defined as an entire house, flat or converted building which is let to three or more persons who form two or more households, who share facilities such as a kitchen, bathroom and toilet [Sections 254-260 of the Housing Act 2004].

Licensing of houses in multiple occupation aims at improving the physical condition and management of various types of properties in the private rented sector. Mandatory licensing seeks to ensure that ‘high risk’ houses in multiple occupation are in a good condition and well managed.

The Housing Act 2004 states that a HHSRS inspection is required on a licensed property within 5 years of the application date. If a ‘Category 1’ hazard is found the local authority has a statutory duty to take the most appropriate action.
