This is the number of school aged children in need (CIN) with a statement of Special Educational Need (SEN) or Education, Health and Care (EHC) Plan, expressed as a percentage of all children in need.

Children are counted as being in need once a child has been referred to children's social care and an assessment has been carried out to identify if the child is in need of services, which local authorities have an obligation to provide under section 17 of the Children Act 1989. These services can include, for example, family support (to help keep together families experiencing difficulties), leaving care support (to help young people who have left local authority care), adoption support or disabled children's services (including social care, education and health provision).

Education, Health and Care (EHC) plans were introduced from September 2014 as part of a range of SEND reforms. A pupil has a statement of SEN or an EHC plan when a local authority issues one following a formal assessment. This document sets out the child's needs and the extra help they should receive.

School age refers to children in need aged 5 to 16 inclusive. Age calculated at 31 March. Figures excludes children who were looked after at any point during year, but includes looked after children who were also the subject of a child protection plan during the year.

England totals have been rounded to the nearest 100 and do not include estimates for missing data.
