This is the number of school aged children in need (CIN) without a statement of Special Educational Needs (SEN) (School Action Plus), expressed as a percentage of all children in need.

Children are counted as being in need once a child has been referred to children?s social care and an assessment has been carried out to identify if the child is in need of services, which local authorities have an obligation to provide under section 17 of the Children Act 1989. These services can include, for example, family support (to help keep together families experiencing difficulties), leaving care support (to help young people who have left local authority care), adoption support or disabled children?s services (including social care, education and health provision).

School Action Plus is when the teacher and the SENCO (Special Educational Needs Co-ordinator) are given advice or support from outside specialists. For example a specialist teacher, an educational psychologist, a speech and language therapist or other health professionals). Extra or different help to that provided through School Action can then be put in place.

School age refers to children in need aged 5 to 16 inclusive. Age calculated at 31 March. Figures excludes children who were looked after at any point during year, but includes looked after children who were also the subject of a child protection plan during the year.
