- This is the number of new business registrations per 10,000 resident population aged 16 and above, in the area. A birth is identified as a business that was present in year t, but did not exist in year t-1 or t-2. Births are identified by making comparison of annual active business population files and identifying those present in the latest file, but not the two previous ones.
This data is produced from an extract taken from the Inter-Departmental Business Register (IDBR). The publication focuses on changes to the registered business population, that is, those businesses registered at HM Revenue and Customs (HMRC) for Value Added Tax (VAT) and/or Pay-As-You-Earn (PAYE) and at Companies House. The full definition of the measure is new businesses registering for VAT and PAYE and some smaller businesses reaching the VAT threshold or running a PAYE scheme for the first time. This was previously reported as NI 171.
A single enterprise could have been "born", gone out of business, and then been "re-born" all within the same year. Each of these births would be counted individually.
Proportions are based on figures rounded independently to the nearest 5 units. The population size is from ONS Mid-year population estimates and is subject to revision.
