- This metric is the number of premises that do not have access to download speeds at or above 10Mbit/s and upload speeds at or above 1Mbit/s from fixed broadband or a Wireless Internet Service Provider (WISP) or Mobile Fixed wireless access (FWA) (including non-matched records and zero predicted speeds).
It has been produced by Ofcom, using data provided by communications providers and is one of a series of measures Ofcom use to determine fixed broadband performance within an area.
