- The Exceptional Hardship Payment (EHP) scheme covers shortfalls between Council Tax liability and payment of local Council Tax Reduction. Every claimant who is entitled to the minimum amount of Local Council Tax Reduction and who has a shortfall is entitled to apply for help.
