- This is the rate of children in need throughout the financial year, per 10,000 children aged 0-17. Figures have been calculated by DfE based upon all information provided in the Children in need return. A child in need is one who has been referred to children's social care services, and who has been assessed to be in need of social care services. A child can have more than one episode of need throughout the year but episodes should not overlap. If a child has more than one episode, then each is counted in the figures. The total figures for England and regional totals are rounded to the nearest 10. Sub totals may not add up to the England total and regional totals due to rounding.
