- This is the average cost in pounds per non-decent dwelling associated with homes that fail the criterion of being in a reasonable state of repair, during the reporting year. It refers to the delivery under the Decent Homes programme for dwellings owned by the local authority using the Housing Health and Safety Rating System (HHSRS) standard.
