- This is the average cost in pounds per dwelling associated with removing the Category 1 hazards from all dwellings, under the Housing Health and Safety Rating System (HHSRS), owned by the local authority (i.e. inside and outside the local authority area) as of 31 March, of the reporting year.
The HHSRS looks at the likelihood of an incident arising from the condition of the property and the likely harmful outcome. Where there are hazards, the assessment could show the presence of serious (category 1) hazards and other less serious (category 2) hazards. Category 1 hazards are equivalent to not meeting the ‘Decent Home’ standard used previously in the HSSA.
