This is the reduction in the number of non-decent dwellings due partial transfers or other sales including Right to Buy, at the end of the last reporting period. This is part of the delivery of the Decent Homes programme for dwellings owned by the local authority.

A partial transfer is where a local authority transfers some (not all) of its housing stock to a housing association. Only dwellings that had been recorded as non-decent dwellings in the previous year return and have been transferred to another social landlord.
