- The Discretionary Housing Payment (DHP) is the Government's contribution to local authorities and is taken from the Housing Benefit subsidy circulars. This circular provides details of money the government pays local authorities to administer Housing Benefit and other financial matters.
Since 2011-12, additional DHP government contribution funding has been made available to enable LAs to provide transitional support to claimants as they adjusted to the HB Welfare Reforms.
