- Primary fires include all fires in buildings, vehicles and outdoor structures or any fire involving casualties, rescues, or fires attended by five or more appliances. An appliance is counted if either the appliance, equipment from it or personnel riding on it, were used to fight the fire.
Deliberate fires include those where deliberate ignition is merely suspected, and those recorded by the brigade as doubtful.
