- Other earmarked financial reserves level at 31 March - Unadjusted is taken from the Revenue Outturn Summary (RS) line 915. It is the level of reserves at the end of the financial year. The Revenue Outturn Summary is collected by Department for Communities and Local Government through returns submitted by local authorities in England. The release provides outturn estimates of local authority revenue expenditure and financing by financial year starting 1 April. These estimates are on a on International Accounting Standard 19 (IAS19) and PFI and an "Off Balance Sheet" basis, except where stated otherwise.
It is necessary to net off item 1028 and 1029 from 915 ?other earmarked reserves? in order to be able compare reserves levels meaningfully to other years. Items 1028 and 1029 were introduced in RO2021-22 to follow CIPFA's recommended treatment of the flow of COVID business rate relief grants; ÿthis arose because these grants were not conceived until after the business rates forecasting ('NNDR1') process. ÿThese grants therefore temporarily inflated reserves levels, since their purpose was to compensate lower retained business rate income to authorities from the Collection Fund in the following year. ÿN.B. Some authorities chose to set these and related amounts to zero in their RO returns, i.e. they netted them off at the outset.
