- NET REVENUE EXPENDITURE (total of lines 800 to 804) is taken from the Revenue Outturn Summary (RS) line 805. It is a sum of revenue expenditure; LLSG; and special revenue grants inside AEF. The Revenue Outturn Summary is collected by Department for Communities and Local Government through returns submitted by local authorities in England. The release provides outturn estimates of local authority revenue expenditure and financing by financial year starting 1 April. These estimates are on a on International Accounting Standard 19 (IAS19) and PFI and an "Off Balance Sheet" basis, except where stated otherwise.
