This is the total of all National Insurance Number (NINo) registrations to adult overseas nationals entering the UK, during the year for the area. The NINo statistics cover all adults allocated a NINo for any type of work, including the self-employed and students working part-time, irrespective of the length of stay in the UK (including short term). Figures are based on recorded registration date on the HMRC National Insurance Recording and Pay as you Earn System, i.e. after the NINo application process has been completed. This may be a number of weeks or months after arriving in the UK. It may include foreign nationals who have already been in the country but who have not previously registered for a NINo.

A NINo is a unique personal reference number that links an individual with their records of national insurance contributions, social security benefits, tax payments and student loans. Whilst the NINo is a unique personal number in isolation it is not proof of an individual’s identity, immigration status, right to work in the UK, nor does it confer entitlement to benefit. Geography information is based on address given at time of NINo registration.

While this data is a good measure of inflows of migrant workers from outside the UK, it crucially does not measure outflows of the same people or overall count of overseas nationals in the UK. The data does not show if, or when, overseas nationals subsequently depart the UK, nor does it show length of stay in the UK. As individual registrations are only counted once, the data does not include overseas nationals who had previously registered for a NINo and then returned to the UK after a spell abroad for example, seasonal workers. Therefore, these statistics in isolation cannot be used as a direct measure of migration, and are therefore not directly comparable with ONS long-term estimates of immigration.

The figures reflect adult overseas nationals allocated a NINo through the adult registration process. In addition, there will be a small number of overseas nationals (aged 16 to 19 years) allocated a NINo through the Juvenile Registration scheme. This occurs when the individual has previously been allocated a child registration number. These juvenile cases are not captured by the statistics, nor are children.

NINo registriations which were obtained abroad via Home Office Visa scheme prior to arrival in UK are excluded, as these cannot be assigned to any geography. The methodology to assign geography information not available from the data source has been improved. This has resulted in more geographies assigned to 'unknown' and 'abroad' categories from July 2022.

Totals may not sum due to the disclosure control applied. Where there are a negligible number of registrations these will be shown as zero. Quarterly figures are also available.
