- Percentage change in Core Spending Power from provisional settlement period in 2015-16 to the latest financial period. Core Spending Power (CSP) is a measure of the resources available to local authorities to fund service delivery. It sets out the money that has been made available to local authorities through the Local Government Finance Settlement (LGFS). The pots of money that make up CPS vary from year to year but the figures form 2015-16 have been adjusted to ensure a consistent measure of local authority income over time.
