- The Education, Skills and Training Deprivation Domain measures deprivation in educational attainment, skills and training for children, young people and the working age population in a local area. In this case 'upper tier' refers to all county councils and unitary authority types. The lower super output area (LSOA) with a rank of 1 is the most deprived. LSOAs are small fixed geographic areas encompassing a population of approximately 1,000 people.
