- This is the amount of any special expenses taken into account when calculating the authority's council tax requirement. Special expenses are charges to parts rather than the whole authority and are normally associated with covering the costs of maintaing parks and other open spaces not covered by parish councils. Council Tax Requirement is the amount of money the councils need to raise from council tax to fund council spending once government funding and other council income is deducted.
