- This is the index of childhood poverty and disadvantage, which looks at factors that can reduce people’s chances of social mobility.
The Social Mobility Commission (SMC) publishes an annual report on the State of the Nation. This is one of five composite indices which the SMC gives ranking for an area. These are childhood poverty and disadvantage, precarious situations, promising prospects, research and development, and sociocultural advantage. This index combines data from the following three indicators into a single 'composite' score to give a more reliable picture of geographical mobility patterns:
a) Childhood poverty – data on children living in relative poverty
b) Youth unemployment – data on 16 to 24 year olds in unemployment
c) Parental occupation – data on parents in lower working class occupations
The data is adjusted for socio-economic background, so it measures how promising the prospects are of young people from similar social backgrounds. Indicators are rescaled to make sure they use a common metric. The least well-performing area’s score is set to 1, and the best-performing area’s score is set to 0. The data used is from 2014 onwards to produce a combined score.
This data is published at ITL2 level and therefore local authorities may show identical values. Data is not available for England or English Regions.
