This is the non welfare reform componant of Discretionary Housing Payments (DHP) in pounds for a local authority. DHPs can be paid to those entitled to Housing Benefit or the housing element of Universal Credit who face a shortfall in meeting their housing costs. To be considered for a DHP, a claimant applies to their local authority. The local authority decides whether to give a DHP, how much will be paid and for how long the claimant will receive the payment.

Other (non welfare reform) expenditure may include the following:
To help secure and move to alternative accommodation (e.g. rent deposit)
To help with short term rental costs while the claimant secures and moves to alternative accommodation
To help with short term rental costs while the claimant seeks employment
To help with on-going rental costs for disabled person in adapted accommodation
To help with on-going rental costs for a foster carer
To help with on-going rental costs for any other reason

An authority might spend less than their allocation of funding, or they might spend more by contributing their own funding (up to a spending limit of two-and-a-half times their allocation). Since local authorities are encouraged to manage their DHP budget, the level of DHP spending does not necessarily reflect the level of demand for DHPs.

Caution should be taken when comparing periods affected by the COVID-19 pandemic. The submission of DHP breakdown data is voluntary and as a result it may not be possible to aggregate data for County, Regional and Country levels.

The componants of DHP may not sum to the overall DHP expenditure. This is because financial expenditure takes into account previous overpayments that have been reclaimed the local authority, whereas monitoring expenditure does not.
