Tonnes of carbon dioxide equivalent (CO2e) arising from electricity use for electric cars per year from all sources over which the authority has financial control

The Greenhouse Gas Protocol methodology accounts and reports on the seven greenhouse gases covered by the Kyoto Protocol - carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PCFs), sulphur hexafluoride (SF6) and nitrogen trifluoride (NF3) and expresses these in a standard unit of CO2e, or carbon dioxide equivalent. The idea is to express the impact of each different greenhouse gas in terms of the amount of CO2 that would create the same amount of warming. That way, a carbon footprint consisting of lots of different greenhouse gases can be expressed as a single number.



To calculate CO2e, consumption data from the authority for the given activity is multiplied by the conversion factors set annually by Department for Business, Energy & Industrial Strategy (BEIS) https://www.gov.uk/government/collections/government-conversion-factors-for-company-reporting.



The authority has financial control over a service if it has the ability to direct the financial and operating policies of the service with a view to financially managing its activities, e.g. setting budgets, managing expenditure, and/or obtaining an income, such it might be the case in leisure centres, entertainment halls, community centres, etc..



This data is collected via the Local Partnerships Carbon Accounting Tool, it is a voluntary submission and as per the Green House Gas Protocol (Corporate Standard) methodology and latest UK Government Guidelines authorities can submit data either on a financial control boundary methodology or an operational control boundary methodology so not all authorities will have data.
