- Local authorities in Wales have a discretionary power to impose a reasonable charge upon adult recipients of non-residential social care services, which are directly provided or secured by the local authorities. The Regulations prescribe how the charge is set setting out maximum amounts and steps to be taken in the process of calculating the amount of any payment.
