Rights of way - stopping up of certain highways for purposes of crime prevention, etc. Power

- Where it appears to a council that it is expedient for the purpose of preventing or reducing crime which would otherwise disrupt the life of the community, that the highway should be stopped up, the council may, subject to confirmation by the Secretary of State, extinguish the public right of way over the highway.
