Subsidy control - consideration of when subsidy control does not apply Duty

- A local authority should have regard to circumstances in which the subsidy control requirements do not apply to the giving of a subsidy.
Where the subsidy control requirements do not apply to the giving of a subsidy, those requirements are to be taken as not applying to the making of a subsidy scheme so far as it provides for the giving of such a subsidy.
