Elections - appointment of returning officer Duty

Description
In England every non-metropolitan county council shall appoint an officer of the council to be the returning officer for elections of councillors of the county and every district council shall appoint an officer of the council to be the returning officer for the elections of councillors of the district and an officer of the council to be the returning officer for elections of councillors of parishes within the district.

In Wales the council of every county or county borough shall appoint—

an officer of the council to be the returning officer for elections of councillors of the county or county borough; and
an officer of the council to be the returning officer for elections of councillors of communities within the county or county borough.
