- Local authorities and fire authorities in Wales are public bodies whose accounts are required to be audited in accordance with section 39 of the Public Audit (Wales) Act 2004 and must ensure financial management of the body is adequate and effective and have a sound system of internal control which is regularly reviewed. They must keep records, prepare accounts, sign, give notice, publicise and allow inspection as prescribed.
