- A local authority in England must exercise its functions with a view to ensuring the integration of educational provision and training provision with health care provision and social care provision, where it thinks that this would—
(a) promote the well-being of children or young people in its area who have special educational needs or a disability, or
(b) improve the quality of special educational provision.
