- The local housing authority shall, during the months of January and February immediately preceding the relevant year, formulate proposals relating to the income of the authority for the year from rents and other charges, the expenditure of the authority for the year in respect of the repair, maintenance, supervision and management of such property; and such other matters connected with the exercise of the authority's housing function
