- This is the number of schemes in unimplemented planning permissions that are unstarted on site by 31st March.
This collection uses data taken from Glenigan's database of construction projects. This data source was selected as the database records all planning applications and decisions made by local authorities with responsibility for planning from 1995 onwards. Whilst Glenigan's construction database records details on all residential planning applications, Glenigan researchers only track residential developments of 10 or more units. Developments of less than 10 units are only included when they are considered of high value, for example, high specification luxury developments.
A planning permission is the local authorisation of plans for the construction of new residential buildings. Planning permissions are granted on a scheme basis (rather than a unit basis, which is the number of dwellings within the scheme).
For the purposes of this analysis a planning permission is deemed to be unimplemented until either all the related units on the site have been completed and are ready for occupation or the planning permission has lapsed.
There are two types of unimplemented units:
a) Units associated with schemes that have yet to be started onsite (unstarted permissions)
b) Units associated with schemes that have been started, but where units remain to be completed completed (permissions under construction).
Data is presented as a snapshot in time and relates to the 31st of March of the reference year. Furthermore data will be updated on a biennial basis.
