- This measure is the average (mean) rating to the question "Overall, how happy did you feel yesterday?". Data is derived by Office for National Statistics (ONS) from the Annual Population Survey (APS). People are asked to respond on a scale of 0 to 10, where 0 is 'not at all' and 10 is 'completely'. Thresholds: a response of 0-4 is Low, 5-6 is Medium, 7-8 is High and 9-10 is Very high. Well-being is a key issue for the Government and ONS are leading a programme of work to develop new measures of national well-being. People with higher well-being have lower rates of illness, recover more quickly and for longer, and generally have better physical and mental health.
