- This is the number of children looked after as at 31st March, expressed as a rate per 10,000 children aged 0-18. The term 'looked after' includes all children being looked after by a local authority; those subject to a care order under section 31 of the Children Act 1989; and those looked after on a voluntary basis through an agreement with their parents under section 20 of that Act. Data is collected through the SSDA903 return
