- This is the total planned gross expenditure on youth and community. This includes expenditure on: total young people learning and development, total adult and community learning, and total services for young people. This is expressed as pounds (£) per head of the resident population aged 13 - 19, from Office of National Statistics mid-year population estimates. Because of changes to the Section 251 return data before 2011/12 are not available. Gross domestic product (GDP) deflators have been used to allow real term comparisons over time.
