This is the percentage of pupils in state funded primary schools meeting the expected standard in reading, writing and mathematics (RWM) at key stage 2 (KS2) who are not known to be eligible for free school meals.

The expected standard in reading and mathematics is a scaled score of 100 or above. The expected standard in writing is a teacher assessment of 'working at the expected standard' (EXS) or 'working at greater depth within the expected standard' (GDS).

The new expected standards were designed to be broadly similar but are not equivalent to an old level 4b. The performance descriptors, used by teachers in the standard setting process, were developed with an understanding of the performance of pupils working at level 4b. However, given the curricula differences, there is not a direct equivalence between the new expected standard and level 4b in previous years and data pre-2016 are not directly comparable.

Free School Meals (FSM) is a binary indicator variable that states whether a pupil's family have claimed eligibility for free school meals as reported at the time of the annual spring school census. Parents are able to claim free school meals if they receive a qualifying benefit. Please note: From September 2014 all infant pupils in state-funded schools have been entitled to a free school meal. The FSM variable does not relate to pupils who actually received free school meals but those who are eligible to receive free school meals.

Figures include pupils not eligible for free school meals and for whom free school meal eligibility was unclassified or could not be determined.

All children in state funded primary schools, including most academies and free schools, are required to take part in key stage 2 national curriculum assessments before they more to secondary school. Data is not available for 2020 and 2021 as assessments were cancelled in these years due to the COVID-19 pandemic.
