- This is the total number of children and young people (aged 0-25) assessed where a statement or Education, Health and Care (EHC) Plans were made for the first time during the calendar year, expressed as a percentage of all children and young people assessed for EHC plans and a decision taken.
This does not include children and young people who are still being assessed or those where assessment has been completed but no decision taken on whether to issue a statement or EHC plan, nor does it include: reassessments of statements or EHC plans; or transitions from statements or learning difficulty assessments (LDAs) to EHC plans.
EHC plans for children and young people aged up to 25 were introduced on 1 September 2014 as part of the Special Educational Needs and Disability (SEND) provisions in the Children and Families Act 2014. However, the legal test of when a child or young person requires an EHC plan remains the same as that for a statement under the Education Act 1996. Percentages are rounded to the nearest 0.1.
From 2023, the data collection changed from aggregated figures at local authority level, to a person level collection. This has been a major change in approach and as such care should be taken with comparisons across this period.
