- This is the total number of children and young people (aged 0-25) assessed for Education, Health and Care (EHC) Plans in the calendar year where it was decided not to issue a plan.
This does not include children and young people who are still being assessed or those where assessment has been completed but no decision taken on whether to issue a statement or EHC plan, nor does it include: reassessments of statements or EHC plans; or transitions from statements or learning difficulty assessments (LDAs) to EHC plans.
Education, Health and Care (EHC) plans for children and young people aged up to 25 were introduced on 1 September 2014 as part of the Special Educational Needs and Disability (SEND) provisions in the Children and Families Act 2014. However, the legal test of when a child or young person requires an EHC plan remains the same as that for a statement under the Education Act 1996.
National and regional totals and total SEN across Local Authorities have been rounded to the nearest 5. Percentages are rounded to the nearest 0.1. There may be discrepancies between totals and the sum of constituent parts. Where there were one or two children or young people in an area these have been supressed.
