This is the total number of personal budgets taken up by children and young people (aged 0-25) where an Education, Health and Care (EHC) Plan has been issued, transferred or reviewed in the year.

Education, Health and Care (EHC) plans were introduced from September 2014 as part of a range of SEND reforms. A pupil has a statement of SEN or an EHC plan when a local authority issues one following a formal assessment. This document sets out the child's needs and the extra help they'should receive. Statements of SEN were issued for children aged 0-19, EHC plans were extended to cover children and young people aged 0-25.

For those children and young people who have an EHC plan the LA can be required to identify a personal budget. This is the notional amount of money needed to make any of the special educational provision for them as specified in their EHC plan.

Parents or young people can also request that an LA consider making a direct payment to them in lieu of special educational provision so that they can arrange it themselves. This will be an actual payment of money instead of the LA arranging for the provision to be delivered.

A personal budget can be a mixture of organised arrangements and direct payments, therefore it is possible for the sum of these to be greater than the total reported here.
