Help text
The change in non-ringfenced revenue reserves after 4 years as a % of net revenue expenditure - Change in non or unringfenced reserves over a four year period weighted as a proportion of budgeted total net revenue expenditure. If an authority has historically significantly contributed to reserves it is likely the case that the immediate years pose less of a challenge. At the same time any use of reserves or contribution to reserves is likely to be the result of local strategic decisions.

Calculated: ((Total estimated unringfenced reserves at 1st April) in current period - (Total estimated unringfenced reserves at 1st April) in current period-3) / (Total estimated unringfenced reserves at 1st April) in current period.

The higher the change the higher the level of contributions to reserves.

Calculated from information derived from Department for Communities and Local Government Revenue Summary (RS) Outturn returns, submitted by local authorities in England. The release provides outturn estimates of local authority revenue expenditure and financing by financial year starting 1 April.
