- This domain measures employment deprivation conceptualised as involuntary exclusion of the working-age population from work. The underlying indicators are summed and expressed as a rate of the relevant population (the whole population aged 18 - 59 plus men aged 60 - 64). In this case 'upper tier' refers to all county councils and unitary authority types. The lower super output area (LSOA) with a rank of 1 is the most deprived. LSOAs are small fixed geographic areas encompassing a population of approximately 1,000 people.
