- The purpose of this Domain is to measure barriers to housing and key local services. The indicators fall into two sub-domains: 'geographical barriers' and 'wider barriers' which includes issues relating to access to housing such as affordability. In this case 'upper tier' refers to all county councils and unitary authority types. The lower super output area (LSOA) with a rank of 1 is the most deprived. LSOAs are small fixed geographic areas encompassing a population of approximately 1,000 people.
