- The supplementary Income Deprivation Affecting Older People Index (IDAOPI) is a subset of the Income Deprivation Domain. In this case 'upper tier' refers to all county councils and unitary authority types. This is based on the percentage of the population aged 60 and over who receive income support, income based job seekers allowance, pension credit or child tax credit claimants aged 60 and over and their partners (if also aged 60 or over). The lower super output area (LSOA) with a rank of 1 is the most deprived. LSOAs are small fixed geographic areas encompassing a population of approximately 1,000 people.
