Number of debt relief orders (3495) Metric type

This is the sum of debt relief orders (DRO) in an area. DRO is a form of debt relief available to those who have a low income, low assets and debt no more than a specified value. There is no distribution to creditors, and discharge from debts takes place 12 months after the DRO is granted.

DROs were introduced in April 2009. A change in eligibility criteria was introduced from 29th June 2021 in which the upper limit of debt increased from £20,000 to £30,000. In addition, the threshold on the value of assets that a debtor can hold and be eligible to enter into a DRO increased from £1,000 to £2,000; the value of a single motor vehicle that can be disregarded from the total value of assets increased from £1,000 to £2,000; and the level of surplus income received by the debtor before payments should be made to creditors increased from £50 to £75 per month. More people are now able to access this form of debt solution as a result of these changes.

Individual insolvency data are sourced from the Insolvency Service case information system (ISCIS). DRO data are tabulated by insolvency type and calendar year of order or agreement.

Postcode data are matched against the National Statistics Postcode Lookup, to determine the region and administrative area of each individual. These data are then aggregated to produce counts of insolvencies in each geographical area. The National Statistics Postcode Lookup is derived from data from the Office for National Statistics (ONS) and Ordnance Survey.

Geographical data for joining the insolvency and population statistics together are sourced from the Open Geography Portal.

City of London included in Westminster and Isles of Scilly included in Cornwall due to low population.
