- This metric is the total number of seats (councillors) for the local council. The number of councillors in an area is determined by the Local Government Boundary Commission who's objective is to ensure that, within each local authority area, the number of electors represented by each councillor is approximately the same.
The Commission has the power to conduct a range of reviews, which amongst other things, looks at the number of councillors, the number of wards or divisions and whether the wards or divisions should be represented by a single councillor, or jointly by two or three councillors.
