The source of this data is council's own local resident satisfaction surveys. All councils that have uploaded data have followed the 'Are you being served?' guidance on benchmarking resident satisfaction data. The full guidance can be found here: http://www.local.gov.uk/web/10171/home/-/journal_content/56/10171/3484891/ARTICLE-TEMPLATE

The full question text is:

On balance, which of the following statements comes closest to how you feel about [name of council]?

I speak positively of the council without being asked

I speak positively of the council if I am asked about it

I have no views one way or another

I speak negatively about the council if I am asked about it

I speak negatively about the council without being asked

Don't know

Towards the start of the survey respondents were provided with a short preamble introducing the local authority. In single tier areas this read: 'Your local area receives services from [name of council]. [Name of council] is responsible for a range of services such as refuse collection, street cleaning, planning, education, social care services and road maintenance.' This was slightly adjusted for two tier areas - please see the guidance for further information.

This metric shows the percentage of residents who answered 'I speak positively of the council if I am asked about it' (as a percentage of all respondents including those who answered 'don't know'), for surveys carried out as a postal and/or online survey.
