Description
DefinitionVacancy Rate: in percentage terms is the Count of Vacancies divided by the overall Headcount of a local authority multiplied by 100. It applies to a specific date, and the reference date must be the same for both the count of vacancies and the post count. Vacancy rate must be calculated for posts: -for which there is funding, i.e. a post that would be filled if a suitable candidate is identified via a recruitment process;-it is newly created or unoccupied, or identified as becoming vacant in the near future;-the employer has taken active steps to fill the position, and is prepared to take more steps; and -it is available for a suitable candidate, and open to people from outside the business or organisation concerned, either immediately or in the near future after the necessary recruitment procedure.

This indicator is collected through the Local Government Workforce Survey. The question is 'what was your authority's vacancy rate in the current financial year?'

The survey was conducted by LGA Analysis and Research, in partnership with Local Government Improvement and Development and Local Government Employers, and updates the Local Government Workforce Survey 2009. All Heads of Human Resources (or equivalent position) in English authorities were asked to complete the online survey between July and September 2010. The final response rate achieved was 59 per cent (207 authorities). The responses exclude all staff in schools maintained by the Local Education Authority.

The definition of vacancy rate in percentage terms is the Count of Vacancies divided by the overall Headcount of a local authority multiplied by 100. It applies to a specific date, and the reference date must be the same for both the count of vacancies and the post count.

Vacancy rate must be calculated for posts:

-for which there is funding, i.e. a post that would be filled if a suitable candidate is identified via a recruitment process

-that are newly created or unoccupied, or identified as becoming vacant in the near future

-the employer has taken active steps to fill the position, and is prepared to take more steps

-that are available for a suitable candidate, and open to people from outside the business or organisation concerned, either immediately

or in the near future after the necessary recruitment procedure.
