- This is the total number of people employed by the local authority but presented as the number of full time equivalent positions (FTE).
This is based on converting part-time employees hours into a full-time employees equivalent. For example, if a standard full time working week was 37 hours and an employee works 18.5 hours, their FTE would be 0.5.
Full time headcount + part time FTE = total FTE employees.
This provides a better indication of total labour input than a simple headcount.
Where appropriate estimates include all employees reported by local authorities as working in primary, secondary and adult education establishments, including teachers and some groups who are not covered by the Department for Education statistics, such as adult education staff and certain categories of support staff. However due to outsourcing of payroll some authorities may have lost access to this data and therefore under reporting.
Firefighters and police staff are not included
