This is the number of children who became the subject of a child protection plan during the year, expressed as a rate per 10,000 children aged under 18. If a child is the subject of more than one child protection plan during the year, each will be counted.

This is a count of all children who became the subject to a child protection plan during the year. This includes plans where start dates are before the 31st March and end dates on or after 1 April (or missing), for the financial year April to March reported. Taken from Characteristics of Children in need, table D1.
