- This is the number of people that were eligible for free school meals (FSM) at academic age 15 who reached Level 2 by the age of 19, divided by the number of pupils that were eligible for FSM at academic age 15. Young people are allocated to a Local Authority based on the school where they were studying in year 11 at the time of the Spring census.
