- This is total revenue expenditure and includes employee costs and running expenses. It is taken from the Revenue Outturn Service Expenditure Summary (RSX). The data are revenue outturn estimates of local authority revenue expenditure. These estimates are on a non-Financial Reporting Standard 17 (FRS17) and PFI Off Balance Sheet.
